EMPLOYMENT contracts topped the items of the agenda as Labour and Employment Minister Gaudentia Kabaka met upcountry and bus drivers on Thursday and they agreed to halt their earlier planned strike.

The minister also promised to convene the early morning meeting with all drivers of the upcountry buses at Ubungo Bus Terminal in Dar es Salaam on Friday, according to a statement that the ministry's spokesperson, Mr Ridhiwani Wema, issued on Thursday evening.

The spokesperson said that the meeting will also dwell on better employment contracts between drivers and bus owners. "The minister met representatives of the upcountry buses drivers today (yesterday) to discuss about their threat to stage a strike.

The meeting resolved to stop the strike which was announced by drivers earlier this week," said the ministry's spokesperson.

Mr Wema pointed out that the minister advised the drivers' representatives to seek different approach to convey their grievances instead of staging a strike.

The meeting comes just a day after the minister met representatives of drivers of passengers' buses following the threat to stage the strike, demanding better working conditions including better employment contracts.

Mr Wema pointed out that today's meeting will also discuss challenges facing the transport sector and the importance of forming an association to advocate for drivers' rights.

"The minister will meet again the drivers' representatives on April 18, in a meeting which will also involve ministers for transport, finance and home affairs in order to find solution to the challenges facing the drivers," he said.

 The Tanzania Electrical Supply Company (Tanesco) has said customers will no longer encounter inconveniences of topping up their electricity to LUKU devices once the new computerised system becomes fully operational next year.

 

Tanesco Public Relations Manager, Adrian Severin told the Guardian on Thursday that the new computerised electronic LUKU system currently on experiment will take only three seconds for customers to top-up their electricity vouchers compared to the old system that took 30 minutes.

 

Severin said the new system has already demonstrated high efficiency and it will be fully installed by May next year.

 

He said agents need to ensure that their electronic gadgets are in line with the new technology in order to offer fast and conducive services to customers. 

 

“To resolve the current inconvenience challenges encountered by the old LUKU services, agent’s devices need to link with Tanesco systems properly by ensuring that there is network to both gadgets,” he said.

 

He added, “If one gadget experience network failure, it is unlikely for a customer to access the services and be able to top-up their LUKU vouchers”.

 

The survey done by this paper at Mbezi, Kimara and Mabibo vending stations discovered that agents devices were experiencing an off and on network problem that could last to more three hours.

 

Melckzedec Shayo, an agent at Kimara Mwisho admitted to the network failure saying however that it was not long lasting. “Customers are now used to the situation because the problem is not regular,” he said.

 

Hafiz Shomari an agent at Mabibo said the problem is sometimes caused by Max-Malipo system failure.

 

LUKU users have often raised complaints of poor services and system failures causing inconveniences to their homes.

Kenya tells UN to close Dadaab camp after Garissa attack

Kenya's Deputy President William Ruto has called on the United Nations to close the Dadaab refugee camp and relocate more than 500,000 Somalis.

Dadaab, near the border with Somalia, is the largest refugee camp in Africa.

On 2 April, Somali militants from the al-Shabab Islamist movement attacked a college in the Kenyan town of Garissa, killing 148 students.

But the head of the UN refugee agency UNHCR in Kenya told the BBC they had not been asked to close the camp.

Mr Ruto said UNHCR had three months to close Dadaab and make alternative arrangements for its residents - otherwise, Kenya would "relocate them ourselves", he said.

Raouf Mazou, country representative for UNHCR in Kenya, said he heard about the government's intentions in the news.

Dadaab was set up in 1991 to house families fleeing conflict in Somalia. Some people have been living at the site for more than 20 years.

Kenyan MPs and governors have previously accused al-Shabab of hiding out in the Dadaab camp.

Al-Shabab was also behind a deadly siege at the Westgate shopping mall in Nairobi in 2013.

Speaking on Saturday, Mr Ruto insisted Dadaab should be closed down and its residents moved back to Somalia.

"The way America changed after 9/11 is the way Kenya will change after Garissa," he added.

Macharia Munene, professor of international relations at a Kenyan university, told the Reuters news agency that moving hundreds of thousands of refugees across the border would be "a tall order".

But he said there were now safe areas within Somalia, from where al-Shabab militants had been chased out by African Union forces.

Kenya has also started building a 700km (440-mile) wall along the entire length of the border with Somalia to keep out members of al-Shabab.

"We must secure this country at whatever cost. Even if we lose business with Somalia, so be it," said Mr Ruto.
