Karamagi tumekutana naye bungeni baada ya kuchaguliwa ubunge baada ya kifo cha Mhe. Kinyondo. Mimi nimezaliwa na kukua kwa kuzingatia nidhamu ya Kisukuma, sijalelewa kihuni kufika kumsema mtu kama JK. Namsema EL kwa sababu ni mchafu, na sasa sitayasema yaliyo mazito au machafu zaidi dhidi yake, hadi nitakapoona kweli kachukua fomu kugombea Urais! Mimi sijasema Lowassa alidhulumu CCM kupata hisa Vodacom, nilichosema CCM ilikuwa iwe mbia wa MTN, kampuni iliyonyimwa leseni wakijua fika kuwa ilikuwa ikisaidie chama, badala yake wakafanya njama kuvunja tume ya mawasiliano kihuni, na hapohapo wakaipatia vodacom leseni lowasa kwa kutumia watoto wake, alipata walikipata. Ushahidi kuhusu hili ni kampuni yake kupewa U-Super Dealer wa Vodacom ambayo uliwafanya wanufaike kwa kuuza simu nchi nzima.

Kama wanasema Lowassa ni mzima, naomba akakimbie uwanja wa Taifa azunguke hata mara moja kama hataishia ICU. Na kama ni mzima, anatumia fedha za nchi kwenda kutibiwa nini ujerumani kila wakati au Ujerumani nako siku hizi kuna waganga wa kienyeji? Pili kwanini alikwenda kuombewa kwa Emmanuel Ministries huko Nigeria? Kampeni za Urais zinahitaji afya nzuri, sio mzaha kuweka mgonjwa akatufia kwenye jukwaa! Kuhusu tuhuma ya rushwa toka kwa Kimaro, nina hakika Kimaro bado yupo hai, na kama ni mkweli aseme ukweli. Kimaro ni rafiki yangu na nilimshawishi akawekeza hoteli ya Nyumbani sasa ni JB Belmonte, Mwanza. Sijachukua fedha ili nimpatie kitalu kwavile yeye sio mwindaji na sijasikia kuwa ana hiyo biashara. Mkurugenzi huyo alikuwa na mahusiano naye na baadae walikuja kuoza watoto wao. Hilo kila mtanzania analifahamu, na alimtetea sana abaki wizarani wakati huo. Lowassa yupo kwenye mtandao wa yote yanayosemwa kuhusu wanyama pori. Pia tuhuma za kumtapeli aliyekuwa Rais wa Zanzibar, Mhe Karume ndio nazisikia leo. Karume sijafika nyumbani kwake Zanzibar na wala hata alipokuwa Ikulu Zanzibar. Yupo na anaweza kuulizwa, ni mkweli atasema yaliyo kweli.

  Burundi parliament approves two new members of electoral commission

BUJUMBURA Burundi (Xinhua) -- Both chambers of the Burundian parliament have approved two new members of the National Independent Electoral Commission (CENI) who will replace two ladies resigned earlier this month.

The two new female members are Annonciate Niyonkuru and Alice Nijimbere, both Tutsi, replacing respectively of Spes-Caritas Ndironkeye who was the CENI Vice-President and Illuminata Ndabahagamye who was in charge of finance and administration.

At the National Assembly (lower chamber), the candidacies of the two were approved by 81 out of 82 MPs present at the plenary session, while at the Senate (upper chamber) 33 voted for them and 3 against.

“I am satisfied with the vote because the CENI is now going to be complete in accordance with Article 90 of the national constitution which provides that the CENI is composed of five commissioners from various political spheres and ethnic groups,” said Pascal Nyabenda, chairman of the ruling party, the National Council for the Defense of Democracy-Forces for the Defense of Democracy (CNDD-FDD).

Annonciate Niyonkuru, the future CENI Vice-President was the President of the first instance court of Ngozi in the northern province of Ngozi and Alice Nijimbere, the future commission in charge of finance and administration was working in the education sector at Matongo in the northern province of Kayanza.

On June 1, the two former members, both from the Union for National Progress, confirmed their resignation through separate letters sent to CENI President Pierre Claver Ndayicariye.

In their letters, they explained that “the prevailing political and security environment does not offer ideal conditions” for holding elections which are very important for the Burundian people.

With only three remaining commissioners, CENI could not make any decision as it required four out of its five commissioners to make decisions.

Burundi is to hold elections in June and July.

A new election schedule shows that legislative and communal polls will take place on June 29, the presidential election on July 15 and senatorial elections on July 24.

The government has strongly warned parents against taking children to boarding schools, especially abroad because this spoils them.

Deputy Minister for Education and Vocational Training, Anne Kilango Malecela told the National Assembly here that the emerging trend is disastrous to the future generation and in upholding national culture.

 

“Experts have stated that children below 14 years need to live under strict parental guidance and taking them to boarding school, more so in foreign countries, is disastrous,” she said.

 

Kilango said this in response to a question by the Special Seats MP, Mkiwa Kimwaga (CUF) who wanted to know why the number of pupils going to study in the neighbouring countries of Kenya and Uganda has declined.

 

The legislator argued that between 1985 and 1998 the number of Tanzanian pupils going for primary and secondary study in the East African countries was high compared to recent years.

 

“I would like to know why many pupils no longer go to the two countries as it was in the past decades,” said Ms Kimwaga.

 

But the deputy minister in her response said most parents used to send their children abroad for primary and secondary education with a notion that there was better education in the countries compared to Tanzania.

 

“Most parents were attracted by use of English language in the foreign schools than in Tanzania where teaching languages are English and Kiswahili,” she said. She added that between 1985 and 1998 there were only 41 schools in the country that used English as the teaching language compared to the current 740 of such schools in the country.

 

In addition, secondary school opportunities in the country were small and could not accommodate all those who graduated from primary school. 

 

The deputy minister said for instance, pupils who passed standard seven examination and joined secondary schools was just 5.5 per cent  of those who sat the examination in 1985 and 19.1 per cent in 1998 compared to 55.5 per cent in 2014. In February this year, The Guardian reported on how kindergarten boarding school can spoil children.

 

It depicted one some of the parents who have come across such experiences. One Leonida Monera, a resident of Dar es Salaam said she was aware of the negative impacts of sending very young children to boarding schools but her busy family life has forced her to do so. 

”It is better to send the child to a boarding school rather than leave her to a house girl who can harm her.

 

 ”We thus agreed to register our four-year-old daughter to start a nursery boarding school in Morogoro, Monera told The Guardian.  Another parent Grayson Rweyemamu also this year sent his son to start Standard One at Msolwa Missionaries of Compassion Centre, also in Morogoro.

 

Boarding pre-schools and primary schools started in the country in the 1990s. Many of the schools have performed well, at least academically.

 

 However, professional social workers  said youth ‘raised without parental warmth, love, or caring’ are more likely to develop emotional distress, lower self esteem, schooling problems, drug use, and sexual risk behaviours.

 

 Mussa Fumu a senior social work lecturer at the Zanzibar University and Deputy Chairman of the Association of Schools of Social Work in the country said that studies reveal that at the tender age guardians are reluctant to educate them on biological issues including sexual ones. 

 

 Fumu said maternal communication is vital in parenting and often restrictive, saying this moral tone discourages youth from indulging in immoral activities.

 

 According to Kampala International University former Dean of Social Sciences Asia Mwanzi, lack of parental communications to youth leads to secret romantic relationships, cause early pregnancies.  

 

She referred to a study by researchers that involved 700 adolescents that found out that single mother children or youth being raised by non biological parents engaged in sexual activity at early age compared to children raised by both parents.

 

  She said research further proved children without parents are at greater risk of being involved in drugs use and alcohol. According to her, children with none parental guidance risk mental illness, suicide, poor educational performance, teen pregnancy, and criminality.

 

 Sipha Shabaan of the Open University of Tanzania said keeping children away damages family cohesiveness, allowing peer influence that results in alcohol and drug use as well as influencing child sexual abuse.  

 

A senior social worker and administrative manager for the Association of Schools of Social Work in Tanzania (ASSWOT) under the American Internal Health Alliance (AIHIA) Stella Mngodo said children in such circumstances develop high risk of committing suicide at adulthood due to psychological disorders compared to teens living with their parents.

 

 For example in 1988, a study of preschool children admitted to New Orleans hospitals as psychiatric patients over a 34-month period found that nearly 80 percent came from fatherless homes. The study also revealed that children living with a never-married mother are more likely to develop emotional problems.

 

"Children who don't live with both parents face behavioural problems such as less cooperativeness and lower intelligence capacity.

“They are disobedient, have poor relationships with their mothers and fathers and finally they become antisocial and mainly criminals.

 

Mwajabu Possi, Professor of Special Educational at the University of Dar es Salaam, told The Guardian that taking children to boarding schools should be the last resort when considering the children’s future.

 

 She recommended that children should join boarding school at Standard Five level and better still after completing primary education.

Extractive industries transparency bill ready - minister

The Tanzania Extractive Industries Transparency and Accountability Act, 2015 will be ready in the 2015/2016, the National Assembly heard yesterday.

Minister for Energy and Minerals, George Simbachawene told legislators here that the draft of the law to strengthen operations in the energy sector was ready.

Speaking while tabling the ministry’s Sh536,960,436,000 budget estimates for the 2015/2016 financial year, he said the law will start operating in the new fiscal year after undergoing all the necessary steps.

“The aim is to strengthen operation and oversee the wider energy sector by maintaining transparency,” he said.

In his speech, the minister dwelt on successes registered by his ministry in the 2014/2015 fiscal year.

He said more than 240,000 people have been connected to the national grid under the Rural Electrification Turnkey Project Phase II from July 2014 to April 2015, being 68 percent of the target compared to 143,113 connected to electricity in 2013/2014 fiscal year.

The regions and the village  connections in brackets are Arusha (1,333), Dodoma (389), Geita (55), Iringa(73), Kagera (1,437), Katavi (73), Kilimanjaro (1,778), Lindi (114), Mtwara (213) Mara (315), Njombe 942), Simiyu (750), Singida (1,030),  and Tanga (476).

He noted that through REA a total of 52 power distribution projects were implemented in Lindi and Mtwara regions at a cost of Sh 6.1 billion by March 2015, connecting 2,270 customers to the grid. Out out this 1, 038 customers reside in Lindi and 1,232 in Mtwara.

In the second phase, the government through REA in collaboration with the Tanzania Electricity Supply Company (TANESCO) conducted an evaluation on the cost of implementing projects of distributing electricity in the two regions along the natural gas pipeline from Mtwara to Somanga w Sh48billion that will be needed.

The minister  elaborated that the government in 2014/15 continued implementing its distribution project off grid, under the Tanzania Energy Development and Access Expansion Project (TEDAP), under which the phase I of the sustainable solar market package (SSMP-I) was implemented and completed in Sumbawanga district in Rukwa region.

The project enabled connections of 285 solar units in various institutions, including 35 dispensaries, nine secondary schools, six health centers, 71 teachers and health officers’ houses, 240 police posts and road lights.

In Tarime, Bunda and Chemba areas, the project connected 50 solar units in schools, dispensaries, health centers, teachers and health officers’ houses.
