Greece crisis, Eurozone rules out talks until after referendum

Greece crisis: Eurozone rules out talks until
after referendum
2 July 2015 Europe
Supporters of the "No" campaign in Sunday's referendum
marched in Thessaloniki as divisions sharpen over the vote
Eurozone finance ministers have ruled out any further talks
on a fresh bailout for Greece until the country holds its
referendum on Sunday.
Greeks will be asked to accept or reject proposals made by
creditors last week, with Prime Minister Alexis Tsipras
urging a "No" vote.
Finance Minister Yanis Varoufakis accused the creditors of
blackmail.
But he pledged a deal would be reached soon after the vote
and that current limits on bank withdrawals would ease.
Earlier on Wednesday Mr Tsipras put new proposals to
eurozone partners, accepting most of what was on the table
before talks with creditors collapsed last week, but with
conditions.
His latest offer is tied explicitly to agreement on a request
for a third bailout from the eurozone's bailout fund lasting
two years and amounting to €29.1bn.
However, later Mr Tsipras made a defiant speech on national
TV confirming Sunday's vote would go ahead and urging a
"No" vote to strengthen Greece's hand in negotiations.
Mr Varoufakis said later in a TV interview: "This is a very dark
moment for Europe. They have closed our banks for the sole
purpose of blackmailing what? Getting a 'Yes' vote on a non-
sustainable solution that would be bad for Europe."
But he added: "On Monday, the creditors, the lenders will
have taken the message by the Greek people... So as soon
as they get this message, be sure that in a very short time
there will be a response."
Dutch Finance Minister and Eurogroup President Jeroen
Dijsselbloem replied to Mr Tsipras's proposals by saying a
new bailout could only be discussed "after and on the basis
of the outcome of" the vote.
The BBC's James Reynolds in Athens says EU negotiators
believe the proposals themselves have now expired and that
there is little point in taking the country's phone calls until
the referendum is held.
German Chancellor Angela Merkel was among those
insisting talks must follow the outcome of the vote.
However, French President Francois Hollande said he wanted
a deal to be found before the referendum.
"We have to be clear. An accord is for right now, it will not be
put off," he said.

Story highlights
Australia says it will uphold its international obligations, but
migrant organization says payments to traffickers unethical
U.N. refugee agency says Australian government paid
human traffickers to turn a boat back
Australian PM has refused to give a straight answer on
allegations
(CNN)— The Australian government stands accused of
shirking its international obligations to migrants following
allegations it paid people smugglers to turn back a boat full
of people seeking asylum.
The country's immigration minister, Peter Dutton, said that
his government would honor its international commitments.
"We will act within the law; we will act within our
international obligations," he told reporters Sunday.
However, migrant advocates have said that, should the
allegations prove true, Australia is shirking its international
obligations.
"Clearly helping people smugglers is not something that is
supported by international conventions," Leonard Doyle,
spokesperson for the International Organization for
Migration (IOM), told CNN's John Vause.
"Indeed if they're traffickers by this point then that is
something that would not be supported by anybody but we
have to see what the facts are."
First-hand reports
The United Nations refugee agency's report cited firsthand
accounts of people on board a ship that was diverted to
Indonesia after coming in contact with Australian
authorities.
The boat -- carrying 65 migrants from Sri Lanka, Bangladesh
and Myanmar -- was intercepted by the Indonesian navy
after turning back from Australia on May 31, the UNHCR
said.
The migrants were transferred to an Indonesian customs
vessel for four days before being sent on two boats to
Indonesia, the UNHCR added, after speaking to some of the
passengers.
Australia has refused to confirm or deny the payment, and
Prime Minister Tony Abbott went on the defensive Friday
when asked about the claim. Abbott refused to "comment on
operational matters," but said that the government would
stop the boats "by hook or by crook."
Answers sought
Along with Australian opposition politicians, Indonesia's
foreign minister, Retno Marsudi, has demanded a response
from the Abbott administration and said she had taken up
the issue with Australia's ambassador to Jakarta.
A ministry spokesman Armanatha Nasir told Australia's ABC
News that Indonesia would investigate the UNHCR
allegations.
"Of course on Australia's push-back policy we have been
consistently saying they are on a slippery slope," ABC
reported him as saying.
"Should this situation (be) confirmed ... it would be a new
low."
Speaking with reporters Sunday, Abbott again avoided giving
a direct answer as to whether Australia had paid people
smugglers to turn boats around.
"There's really only one thing to say here... and that is we
have stopped the boats," CNN affiliate Sky News reported
Abbott as saying.
"That's good for Australia, it's good for Indonesia and it's
particularly good for all of those who want to see a better
world because if the boats start again, the deaths start
again. None of us should want to see deaths at sea and the
only way to ensure that the boats stay stopped. It's
important that the Indonesians know that the Australian
government is absolutely resolute in our determination
never to see this evil trade start up again."
Relations between Indonesia and Australia remain strained
following the execution of two Australian nationals, part of
the so-called Bali 9 group of drug smugglers, in April.
Australia recalled its ambassador from Jakarta following the
incident.
'Keep the door open'
There are concerns that the plight of genuine refugees is
being politicized by governments like Abbott's.
"At the end of the day migration is a complex issue. It's
often reduced to political slogans and it's certainly not
something to be managed through sloganeering. We can't
just lock the door on people," IOM's Doyle told CNN.
"Around the world it's a phenomenon that needs
collaboration and not simply c

Al Qaeda suspects flee during massive prison break

Al Qaeda suspects flee during massive prison break

A Yemeni security official says some 1,200 inmates including al Qaeda suspects fled a prison in a southwestern city after guards deserted their posts amid fierce fighting between Shiite rebels and their opponents.
The official said today's jailbreak in Taiz came after the city's main prison was caught in crossfire between southerners fighting for autonomy or outright independence and the rebels, known as Houthis, who are backed by army units loyal to a former president.
He spoke on condition of anonymity because he was not authorized to speak to the press.
It was the third major jailbreak in Yemen since a Saudi-led air campaign against the rebels began on March 26.
The Iran-backed rebels seized the capital, Sanaa, last September and control much of the country's north.

116 killed in Indonesia plane crash

At least 116 people have been killed after an Indonesian air force transport plane exploded after take-off.
At least 116 people have been killed after an Indonesian air force transport plane crashed into a major city shortly after take-off and exploded in a fireball, officials said.
Buildings were left in ruins and cars reduced to flaming wrecks when the Hercules C-130 on Tuesday came down in a residential area of Medan, a city of two million on the island of Sumatra.
Air force chief Agus Supriatna said the manifest showed there were 113 people on board the plane - 12 crew and 101 passengers - when it crashed, and he did not believe any had survived.
"No, no. No survivors, I have just returned from the site," he told AFP in answer to a question.
So far 84 bodies had been pulled from the debris and brought to a hospital in Medan, the hospital said.
Many passengers were likely to be family members of servicemen and women, said a spokesman for Medan airbase from where the plane departed. At least one child has so far been confirmed dead.
Search and rescue officials also said that three people were killed on the ground when the 51-year-old plane went down near a newly built residential area, hitting a massage parlour and a small hotel.
Police said rescuers were still trying to get into the ruined massage parlour, a three-storey building, and they did not know whether there were people inside.
A rescue operation swung into action following the crash, with ambulances ferrying bodies from the site, and crowds of anxious people gathering around a police cordon to view the smouldering wreckage.
Residents described the terrifying moment just after midday when the plane came down.
"It was very scary," said Novi, an employee of an international school who goes by one name, describing how she heard the plane and saw it flying very low before the crash.
Another local resident Januar, 26, said the aircraft appeared to be in trouble just before the accident: "I saw the plane from the direction of the airport and it was tilting already, then I saw smoke billowing."
The disaster once again shone a harsh light on Indonesia's poor aviation safety record. It came just six months after an AirAsia plane crashed into the Java Sea, killing all 162 people on board.
It also raised questions about the Indonesian military's aircraft - it was the sixth fatal crash involving an Indonesian air force plane in the past decade, according to the Aviation Safety Network.
Following the crash, Supriatna said the military was grounding some of its Hercules planes.

Tanzania: No Fuel Shortage, Nation Assured

Tanzania: No Fuel Shortage, Nation Assured

The government has allayed fears on possible fuel shortage while warning suppliers against any move to hoard the product. Defaulters risk indefinite ban and revocation of their licences to operate.
The warning was relayed here by the Deputy Minister for Energy and Minerals, Mr Charles Mwijage, following an intervention by the Deputy Speaker of the National Assembly, Mr Job Ndugai, who had asked the ministry to respond to speculations that the country will face a serious shortage of fuel (diesel and petrol) in the course of this week.
Mr Ndugai noted that for the past few days, messages have been circulating, especially in Dar es Salaam, that there will be a big shortage of fuel in the city within the next few days. He wanted the government to provide a statement over the issue.
However, Mr Mwijage strongly dispelled such rumours, saying that there is sufficient stock in the country at present.
The deputy minister advised the public to ignore the message being circulated, assuring all stakeholders that there cannot be such shortage as the law gives the Energy Minister powers to allow reserved oil to be sold in case of any shortfall.

Govt challenged to improve openness, accountability

Govt challenged to improve openness, accountability

Twaweza Executive Director Aidan Eyakuze
The government has been challenged to improve its structuring to be more open, accountable and responsible to its people.

The challenged was levied by Twaweza Executive Director Aidan   Eyakuze in an exclusive interview with The Guardian recently in Dar es Salaam.

“The government must collaborate fully with other stakeholders including civil societies to develop openness and transparency,” he said.

“Once the government and civil society work together, with varying degrees of engagement, partnership and success, it will eventually help to develop and implement ambitious open government reforms, “he added.

According to him, the move will guarantee implementation of laws that recognise and protect the freedom of expression among others.

Executive Director Eyakuze went on to emphasise the need for whistle-blower protection and removal of unwarranted restrictions and controls on civil society organisations.

“We also advocate for the repeal of secrecy laws,” he added.

The executive director said the government must also make space for meaningful dialogue on major issues pertaining to good governance.

“Sometimes dialogue can be uncomfortable, especially when other players raise challenges to the government,” he admitted but instated that; “unless the government creates space for dialogue with other stakeholder’s especially civil society organisations, it cannot hope to succeed.”

“Stakeholders from all cadres must accept the reality that setbacks our common journey towards a changed culture of governance,” he noted.

Assenting to the controversial Media Services and Access to Information Bills in May this year, President Jakaya Kikwete said they promote democracy and transparency. According to President Kikwete, the growth of media freedom is evident in the fact that there are now more privately owned media houses than ever before.

“I hope these media bills will be tabled in the ongoing session of the National Assembly and they will be the last bills to assent to law in my ten years leadership,” he said.

Commenting on two other heavily contested bills, the Statistics and Cybercrime bills which the President has already assented to laws, he said people with opposing views should submit them to the relevant authorities instead of just complaining.

“I believe in reconciliation, if there are people with genuine views then they should take them to the relevant authorities instead putting pressure on the government,” he said.

President Kikwete further said that the government was not working under threats of some development partners on the gist of donor fund withdraw but rather on good authority and merit of the laws.

Nonetheless, the president said he is considering the possibility of meeting with civil organisations before his tenure in office ends (in two months) to listen to them and resolve their complaints.

Wazungu wanasema; ‘Too much is harmful’.

Wazungu wanasema; ‘Too much is harmful’.
Itaendelea wiki ijayo.

UKIWA HIVI, MAPENZI KWAKO YATA‘RANI’ DUNIA-2

UKIWA HIVI, MAPENZI KWAKO YATA‘RANI’ DUNIA-2

WALIMU WAPYA WAKAMATWA KENYA.

Egypt's public prosecutor, Hisham Barakat, has been killed in a bomb attack on his car in Cairo, officials say.
Mr Barakat died of his wounds in hospital after the bombing in the suburb of Heliopolis, a government spokesman told the BBC.
State media said that at least eight others were also hurt in the attack.
Mr Barakat has sent thousands of Islamists for trial since the overthrow of President Mohammed Morsi in 2013.
Hundreds of Islamists have been sentenced to death or life imprisonment, as part of a crackdown on supporters of the banned Muslim Brotherhood.
Jihadist militants have meanwhile stepped up their attacks on Egypt's security forces.
Mr Barakat is the most senior figure to have been targeted for assassination since a 2013 attempt on the life of the then-interior minister.
"He [Mr Barakat] has passed away," Justice Minister Ahmed al-Zind told AFP news agency.
The Egyptian state news agency Mena said that he had died after undergoing critical surgery. A medical official at the hospital told the Associated Press that Mr Barakat had received multiple shrapnel wounds to the shoulder, chest and liver.
Monday's attack involved a car bomb or an explosive device placed under a parked car near Mr Barakat's convoy, bomb squad chief Gen Mohamed Gamal told AFP.
The explosion sent black smoke rising over the neighbourhood and set fire to nearby trees. Images from the scene showed several damaged vehicles and bloodstains on the streets.
At least three civilians were killed, according to Mena. Witnesses said that the blast had been strong enough to shatter the windows of nearby homes.
At the hospital, an injured bodyguard said that the explosion had hit Mr Barakat's convoy on the way to the office.
"There was glass flying everywhere. It was as if there was an earthquake," he said, according to AFP.
Mr Barakat had received death threats in the past.
The Egyptian affiliate of the Islamic State militant group recently called for attacks on the judiciary, after the hanging of six militants.
